Dear All!

We are happy to announce the publication of the first issue of the journal
"Journal of Philology. Ural-Altaic studies." The journal is reviewed by
State Commission for Academic Degrees and Titles (PhD and doctoral
dissertations in philology).

Yhe first issue of the journal you can download from www.altaica.ru.

This publication is unique for several reasons:

1) The journal is bilingual; all papers are published in both Russian and
English language.

2) For the first time, roughly equal number of works by authors from Russian
provinces and by foreign authors are published in a journal on Uralic and
Altaic languages.

3) Publication of works is always free for the authors; the only criterion
for publication is expert evaluation of the scientific value of the paper.

4) All papers are evaluated by two (three or more in controversial cases)
independent reviewers. They evaluate papers on the following criteria: a)
scientific novelty, b) knowledge of the literature on the question, c)
scientific value, d) quality of presentation
Accepted are only works with two highest or one highest and one medium
rating. Thus, only papers with very high scientific level are published.

The first issue of the journal is distributed free of charge. Other issues
will be available only by subscription.

Why do we recommend to subscribe for the journal "Issues in Philology.
Ural-Altaic Studies" before April 1, 2010?

1) Every issue will contain at least 10 completely new works (we publish
only the works with more than 70% of previously unpublished material) by
leading specialists in all areas of Uralic and Altaic language research.
Without the knowledge of these works, the authors of subsequent works might
experience difficulties satisfying criterion (b) in journals reviewed by
SCADT: "knowledge of the literature on the question".

2) We have introduced "Discussion" section in the journal. In this section
we will publish critical remarks on the papers from the previous issue.
Minimum size of the remarks is one half of the page. There is no waiting
period for publication of critical remarks on papers from the latest issue,
but one has to be acquainted with all the latest publications. We don't
accept critical remarks later then three month from the publication date of
the original paper. Therefore, it is very important to receive new issues of
the journal in due time.

3) This journal will be distributed free of charge to a very limited number
of libraries, most of which are situated in Moscow (according to Russian
legislation acts). Without subscription the journal would be practically
inaccessible for researchers from other cities and towns and from abroad.

We remind that publishing of the electronic version of the journal on the
web or any other way of its distribution is a violation of Russian copyright
laws.

We regret that the journal can be obtained only through subscription, but
this is a general rule for all SCDAT journals. We have tried to keep the
price as low as possible (it includes only prime cost plus shipping
expenses) and to facilitate subscription.

You can find all information, necessary for subscription, on the last pages
of the journal.

For those, who don't carry bank cards, we have printed a payment slip on the
last page of the journal. Filling it out will take no longer than 5 minutes.
Then you have to take it to any bank branch and pay.

Visa or Mastercard holders will be able to order and pay for the journal in
ten minutes right on their computer through PAYPAL system. You will have to
log on to www.paypal.com (registration on this secure site takes about five
minutes), it will take you another five minutes to write a letter to the
publishers through the PAYPAL system. Letters should be sent to
jurnaluralaltai at mail.ru.

Мы рады объявить о публикации первого номера рецензируемого журнала,
включенного в перечень ВАК (для докторских и кандидатских диссертаций по
филологии)
"Вопросы филологии. Серия: Урало-алтайские исследования".

Первый номер журнала Вы можете загрузить с сайта www.altaica.ru.

Уникальные особенности этого издания заключаются в следующем:

1) Это двуязычный журнал, все публикации снабжаются резюме  на английском и
русском языках.

2) Это первый журнал по уральским и алтайским языкам, который придерживается
политики представления примерно в равном объеме статей авторов из российских
регионов и из зарубежья.

3) Публикация статей бесплатная, единственным критерием отбора статей
являются экспертные оценки их научного качества.

4) Все статьи оцениваются двумя (а в спорных случаях тремя и более)
независимыми рецензентами, которые оценивают статьи по критериям: а) научной
новизны, b) знакомства с литературой вопроса, с) научной ценности, d)
достоинств изложения. Принимаются только те статьи, которые получили две
высшие или одну высшую, одну среднюю оценки. Таким образом, в журнале должны
быть представлены лишь статьи, написанные на очень высоком научном уровне.

Первый номера журнала распространяется бесплатно. Остальные номера будут
распространяться только по подписке.

Почему рекомендуется до 1 апреля 2010 года оформить подписку на 2010 год на
журнал "Вопросы филологии.
Серия: Урало-алтайские исследования"?

1) В каждом номере журнала будет не менее 10 абсолютно новых (к публикации
принимаются лишь те статьи, которые содержат больше 70% ранее
неопубликованного материала) работ ведущих специалистов по различным
направлениям изучения уральских и алтайских языков. Без знакомства с этими
статьями авторы предлагаемых в журнал статей могут оказаться в сложном
положении: их работы с большой вероятностью не будут удовлетворять критерию
(b) ВАКовских журналов:  "знакомство с литературой вопроса".

2) В журнале вводится раздел "Дискуссия". В этом разделе будут публиковаться
критические реплики на статьи из предыдущего номера журнала размером от 0,5
стр. Отметим, что критические замечания на статьи из предшествующего номера,
присланные в раздел "Дискуссия", при условии прохождения рецензирования
печатаются без очереди в течение полугода. Но для того, чтобы написать такую
заметку, необходимо знакомство со свежими публикациями. Через три месяца
после выхода номера прием заметок в раздел "Дискуссия" по этому номеру
прекращается. Поэтому необходимо оформлять подписку и получать номера
своевременно.

3) Издательские правила  предусматривают бесплатное распространение журнала
лишь по небольшому числу государственных библиотек, находящихся, в основном,
в Москве и Санкт-Петербурге. Поэтому без оформления подписки он, к
сожалению, будет фактически недоступен ученым из-за границы и из других
российских городов.

Напоминаем, что размещение электронной версии журнала в Интернете или ее
распространение каким-либо другим способом без согласия издательства
является нарушением российских законов об авторском праве.
Мы сожалеем о том, что журнал будет доступен лишь по подписке, но это
правило для ВАКовского журнала не может быть обойдено,. Поэтому мы
постарались поставить низкие цены (журнал продается практически по
себестоимости плюс оплата почтовых расходов) и максимально облегчить
процедуру подписки.

журнала.
