You might consult the Maldives embassy to the UN, in New York.  Also, the Sri Lankan embassy to the US handles Maldivian interests in the US, and it may have a list of Maldivian citizens resident there.  I do not find on the Web that there is a high commissioner in Ottowa, so perhaps the SL high commissioner performs the same functions in Canada as the embassy does in the US.
