Robt. Weissman, writing in Common Dreams on the Clinton-era repeal of
Glass-Steagall:
" Citigroup's co-chairs Sandy Weill and John Reed led a swarm of
industry executives and lobbyists who trammeled the halls of Congress
to make sure a deal was cut.  " ( I don't know just what he was
reaching for with "trammeled," but it's clear it wasn't the halls of
Congress that were trammeled, but the regulations & regulators of
banks.)   Maybe a blend of tramped & traveled.
