"0 for 2013"

For the second time I've heard an individual on TV news say that, in terms
of legislative accomplishments, the President is "0 for 2013."

I get the idea, but "0 for 2013"?  Are these people on drugs?  Not even
Reggie Jackson came to bat 2013 times in one game!
