Subject:Needs Refs on factors affecting literacy in Arab World

We have a graduate student who's looking at L1 literacy in Arabic and
L2 literacy in English. In his review of the literature he's come up
with a number of studies that place primary blame on the diglossic
situation in the Arab world and aspects of Arabic orthography for
lower levels of literacy in the Arab world. We'd be most grateful for
recommendations on good research that considers other factors, such as
Arab culture generally being more of an oral culture.
