Publicly available means that anybody can get it (as opposed to software
developed and used internally by research teams and private companies), but
it does not necessarily mean "at not cost". In this case, the price is very
low, something around USD 100 for the first licence, and I think decreasing
prices for additional licences. This is approximative information, and you
