The answer depends on what kinds of people are asking the question,
for what purpose, with that tools, and with what theory of semantics.

Googlers have to think of a text as a bag of words and imagine
what subset of words would retrieve the bags they want to read.

Tool builders think of texts as input to the kinds of tools
they are designing and implementing.

But the ultimate goal of NLP is to understand the semantics and
pragmatics of somebody's question and answer it in terms of the
semantics and pragmatics of whatever resources are available.

Some of us are working toward that ultimate goal.
