A necessary review of Boston's English learners program

 

The abysmal record of the Boston schools in educating students from families where little or no English is spoken thoroughly justifies the scrutiny the program is getting from the federal government. The review team from the departments of Education and Justice will likely find that, despite recent improvements, much remains to be done.

 

The city's 11,000 English-language learners are about 20 percent of total enrollment, and they have some of the lowest MCAS scores and graduation rates.
