Eliana Hirano from Berry College in Georgia has worked with exactly this population. She has a chapter in a book I co-edited last year, Educating Refugee-background Students, published by Multilingual Matters. Other chapters in the book may also be useful. Edited by Shapiro, Farrelly and Curry.

It didn't resume until age 16 in the US, and she feels her teachers here just past her without her truly learning what she needed to know. She feels that she cannot function in Burmese.
