bilingual children

just a question from a non-specialist: wouldn't it make a difference if the
speech community the child is being raised in is bilingual (in the relevant
languages)? it's just so hard to imagine that there could be ANY delay or other
problem when bilingualism is the norm, tho it's rather easy to imagine that
some children react better than others to being different from their peers,
when bilingualism in the relevant lgs is not the norm.
