The "non-innovating" language in the stem is an optical illusion due to the
method of portrayal, not what's meant to be conveyed.

Eg, if we have a stem with Anatolian branching off and then Tocharian, and
then Indo-Iranian, that doesn't mean that the PIE from which Anatolian
branches off is the one from which Indo-Iranian does.
