sli and late-talkers

Dear all, we are speech-therapists from Russia have some questions  about
SLI and late-talkers definition :
- Can all late-talkes be   as at risk for SLI?  What age?
- If not all of them, which criteria for  classifing for at risk SLI?
- Which  criteria for late-talkes befoer 3 age?
- What is IPS test? Which subtests it contains?
We  understend that questions are rather intricate and will be very
grateful for your opinions and reference.
