Probably the simplest way is to use Unicode IPA: most reasonably recent
browsers seem to support this pretty well (particularly if you support the
right code to make sure the browser reads the character encodings as
Unicode), and it works cross-platform, with no need for the endless
troubles of special IPA fonts.  The cumbersome but dependable alternative
is the old standard of making small image files of the transcriptions.
Unicode can be a bit wonky at times, but is generally reliable; have you
tried it and found it wanting?  Hope this helps!
