[Lexicog] Inclusion policies for phrases in well-known dictionaries

Sorry, I was having a "senior moment" (which needs to be in an English 
dictionary) when I posted my last message. Professor Baker's book is good, 
but it is on translation. There is some relevance to lexicography, but I was 
stumbling around in the wrong field.

Forgive an absent-minded grandpa! (two of our grandchildren are with us this
