[Lexicog] Collaborative lexicography software?

You are almost describing the case of Cebuano, the language of the
majority of Filipinos. Almost 50 years since Wolff did his seminal
dictionary of the language (the first one to use root-based citation
form), only scholars themselves find the value of Wolff's dictionary.
It's not even sold in bookstores. The amateurish Garcia dictionary,
which lists separate words for walk, walking, had walked, etc. are
found to be easier to use by the native speakers :)

It's hard to argue with native speakers when they tell you that the
"base" form (which they say is the "stem" of all the other forms of
the word - which means it is the natural choice for the citation form)
of KALIPAY (joy) is KALIPAY, despite showing them that all noun forms
are formed by addition of KA- prefix: KALUOY (pity, LUOY - piteous),
KASAKIT (pain, SAKIT - painful), etc.
