It most definitely does; this has been standard in TshwaneLex since 
the very first versions. It even automatically 'smartly' updates 
homonym and sense numbers on incoming cross-references when the 
numbers change. These are handled as just special attributes in the 
DTD, and automatic numbering can thus be configured for any type of 
information, not just senses.
