   Bibliography on Migrants' Literacy in Industrialized Countries
   Dear Member of the UNESCO/UIE Literacy Exchange Network,
   With the aim of laying the foundation for future research
activities in the area of migrant education, the UNESCO Institute for
Educati on, in cooperation with the Sprachverband Deutsch fuer
auslaendische Arbeitnehmer e.V. (Language-Tutoring Association: German
for Foreign Workers), initiated the preparation of a bibliography on
this issue a few years ago.  Questionnaires were sent out to the
UNESCO/UIE Literacy Exchange Network members involved in the field of
migrant education, with the objective of benefitting from their
expertise in composing a catalog of the latest and most relevant
literature in this domain.
UIE and the Sprachverband decided to re-activate the efforts and to
update the bibliography. For this reason, we are anew requesting
members of the UNESCO/UIE Literacy Exchange Network who are
specialists in the field of migrant education for their kind
The bibliography aims at the realization of two aspects: 1) a
contribution to the exchange of experiences among researchers,
practitioners and program developers in the different (industrialized)
countries; 2) an outline of the present situation including relevant
experiences and research findings in this area. We expect that the
resulting publication will present a useful and, at the same time,
ample overview of the recent and available literature.
The long-term goal of the initiative is a contribution to the
linguistic and professional emancipation of migrant groups in the
society of the host country, and to the prevention of functional
illiteracy in the second and third generation of linguistic minorities
in industrialized countries.
In light of both UIE's and the Sprachverband's priorities, the
educational activities to be covered by the bibliography are specified
as follows: The list should contain literature on theoretical and/or
practical aspects of literacy for adult migrants in industrialized
countries. Literature which is dealing with other fields of migrants'
education (e.g. vocational training, language courses) should only be
considered if relevant passages on literacy are included in these
publications. In general, the literature should not be published prior
to 1985 (except "classics").
The bibliography will be divided into two major parts:
    A)  Policy-related and background literature, teaching/learning theory
    B)  Learning material, teaching/learning practice
The literature to be included in the bibliography might cover any of
the following issues:
-   description and analysis of non-formal literacy programs for adult
migrants with respective teacher training and curriculum/program
-   analysis of the quantity and quality of illiteracy and functional
illiteracy among migrant groups in individual countries;
- illustration of the (regional/national) state of development of
teaching and learning materials;
-   outline of the teaching/learning strategies;
- provision of practical suggestions for improvement and promotion in
the future and evaluation of the current trends and central
- inquiry into specific questions pertaining to future research
activities such as: What problems are identified as the most important
ones to be examined by forthcoming research? What are the discussions?
Where are the central research issues?
We ask you to recommend any book or article you are acquainted with
and which you consider relevant in the above outlined area of migrant
education.  UIE and the Sprachverband will take all your
recommendations into account and carefully examine their inclusion
into the bibliography.
