The National Foreign Language Center (NFLC) at the University of Maryland is
pleased to provide you with application materials for an expansion of programs
under the National Security Education Program's (NSEP) National Flagship
Language Initiative. NFLC considers it a distinct pleasure to serve as the
administrative agent and substantive specialist for this important effort.

The National Flagship Language Initiative (NFLI) Program has already
successfully launched comprehensive programs of instruction in Chinese
(Mandarin) and Korean as well as overseas immersion programs in Arabic and
Russian.  We hope through this latest solicitation to identify and invest in the
immediate development of one U.S. campus-based program in Persian that prepares
students for the higher level instruction.

The National Foreign Language Center at the University of Maryland (NFLC),
acting as the administrative agent of the National Security Education Program
(NSEP) for the National Flagship Language Initiative (NFLI), seeks proposals
from U.S. institutions of higher education to develop and implement innovative
on-campus programs of advanced instruction in Persian (including Dari) to
increase dramatically the numbers of U.S.  students advancing to professional
levels of language competency.  These on-campus programs will prepare students
for entry into either a more advanced intensive summer program stateside or -
when circumstances permit - into a more advanced NFLI overseas Persian
instructional program.

Through a competitive solicitation process completed in 2002, NFLI has
established successful and ongoing pilot programs in Arabic, Chinese, and
Korean.  These programs began formally enrolling students in Fall 2003.  The
Chinese program, at Brigham Young University and the Korean programs, at
University of Hawaii and University of California, Los Angeles consist of
one-year full-time intensive on-campus programs followed by one-year overseas
immersion study and internships.

ENHANCING THE PERSIAN FLAGSHIP INITIATIVE

It is the purpose of this solicitation to identify and establish a two-year
program of study in Persian (In addition to Persian, Dari would be desirable as
well) designed to ensure that graduates achieve no less than level 2 to 2+ on
campus in the US, and thus are fully prepared to continue to a higher level
intensive summer program stateside and eventually in a program overseas. Plans
should include the development of infrastructure, both in the US and overseas.
Applicants are encouraged to identify and survey existing overseas language
programs that might offer students an opportunity to improve their Persian in an
immersion setting.

AMOUNT OF FUNDING:	

The NSEP is making substantial funding available for the development and
implementation of an advanced Persian program on a U.S. campus.  Grants will be
administered by the National Foreign Language Center.  NFLC anticipates awarding
one (1) grant, in the range of $250,000 - $300,000 per year. The first year of
the grant will be devoted to planning and development. A second-year grant will
be awarded in January, 2006, for project implementation. A pilot curriculum
should be in place in the spring semester of 2006, and a fully functioning
program should be initiated in the summer of 2006. The NFLC seeks demonstration
of commitment on the part of each institution to support and sustain the
advancement of language education infrastructure required for
institutionalization and sustainment of these efforts over time.

CONSORTIA ARRANGEMENTS AND COOPERATION ACROSS UNIVERSITIES

The NFLC will consider proposals from consortia and cooperative arrangements
across universities, led by an institution of higher education, that embody
substantive partnerships to provide major elements of the curricular emphases
detailed below. Collaborative arrangements among Persian programs are encouraged.

PROGRAM EMPHASES

As described above, the goal of NFLI is to produce professional-level competent
students in an array of critical languages.  NFLI is committed to a two-step
process that combines investment in U.S.-based language learning infrastructure,
followed by overseas immersion.  The NFLI emphasizes the need for programs at
U.S. institutions of higher education that offer a larger number of students an
opportunity to gain the advanced level before taking advantage of overseas study.

The purpose of this solicitation is to develop programs of study that are
similar to those NFLI programs already in place in Chinese and Korean and
currently under development for Arabic.

We strongly encourage all potential applicants to review curriculum and
approaches at each of the current NFLI institutions.  Information about NFLI and
each NFLI program can be obtained through the National Flagship Language
Initiative link at the NFLC website (http://www.nflc.org).  This link will also
provide access to extensive information at each program's website.  Project
Directors at each of these programs will be available to answer questions.

Any comments or questions regarding the RFP must be submitted by March 14, 2005.
 Responses to all applicant questions/comments will be answered on March 17,
2005. All questions/comments and their answers will be sent to all applicants.

The DEADLINE FOR RECEIPT is 4:30 p.m. (EST), March 28, 2005.  The burden of
timely delivery is the applicant's. Proposals received after the deadline will
be disqualified. Proposals must be mailed or delivered (e.g., FedEx). No faxed
or emailed proposals will be accepted.
