Description:

The Office of Language Services (LS) of the U.S. Department of State is
seeking a testing and training coordinator to maintain the leading testing
program for interpreters and translators in the U.S. federal government, to
assist in conducting short courses for contract interpreters and
translators, and to communicate information on LS testing and training to
applicants, professional associations, and other assessment professionals
in the government community. 

LS is part of the Bureau of Administration and is responsible for providing
interpreting and translating services within the Department of State and to
the White House.  LS also provides interpreting and translating services on
a reimbursed basis to other agencies of the federal government. Annually,
LS administers approximately 200 interpreting tests and 100 translation
tests, which are widely regarded as standard-setting in the government
arena and beyond. LS conducts short courses for contract interpreters and
translators in skill areas that are vital to its mission but for which
little formal training is available elsewhere.

LS desires an assessment professional with a strong applied background in
languages to coordinate the ongoing administration of tests and to assist
in further refining testing materials and procedures. Holding an
administrative position requiring strong organizational and multitasking
abilities, the assessment professional will be responsible for scheduling
and proctoring screenings and tests, staffing test panels, maintaining test
materials, and developing additional forms of tests. 

Possessing a strong background in pedagogy, the assessment professional
will assist with in-house training efforts for contract interpreters and
translators. Responsibilities will include developing materials for use
during training and providing administrative and logistical support before,
during, and after courses.

Demonstrating strong communication and presentation skills, the assessment
professional will be responsible for responding to inquiries from potential
applicants and providing information on LS testing procedures to them. The
assessment professional will be the primary point of contact for applicants
interested in applying for contract work. The assessment professional will
also assist in representing LS on matters of interpreter testing in the
government community and beyond.

Reporting to the Director of the Office of Language Services, the testing
and training coordinator will carry out these responsibilities under the
leadership and guidance of the Interpreting and Translation Divisions. 

The testing and training coordinator is a career-track position at the
GS-13/14 level. The initial contract is for a period of one year.

Qualifications:

-  PhD or MA with a specialization in assessment, language testing, or a
related field 
-  Demonstrated knowledge of assessment principles, including experience in
developing and administering tests and conducting validation studies
-  Demonstrated knowledge and experience in developing and implementing
training programs 
-  Strong organizational skills
-  Strong communication skills in English
-  Working knowledge of additional languages
-  Experience in a cross-cultural, multilingual environment
-  U.S. citizenship and ability to qualify for a security clearance
