Yes, but in some texts there is confusion between Dutch and Flemish.

I just would like to add this sentence taken from the official rapport on
the "Langues de France" which has been published last year by Prof. Bernard
Cerquiglini :

"Le néerlandais, implanté sur la frange flamande du département du Nord, ne
figure pas aujourd’hui sous l’étiquette " langue régionale " ; il fait
toutefois l’objet d’une épreuve spécifique dans le cadre du CAPES d’anglais"

I guess Dutch/Flemish is in the official list since it is sufficiently
different from French for not being classified as a romance dialect. The
real issue, I think, is: you hardly find anybody below 50 who is still
speaking it.

About the reason to this change of attitude, if there is, I think, like
Roger, that the explanation is to find in the fact that Flemish in France is
not going very well. It appears to some people that the only way to keep
something from this language is to promote the teaching of Dutch which is a
foreign language...
