You are correct on the age-old language/dialect
debate, but I still suspect the Catalan example is a
fundamentally flawed one.

In fact, my understanding is (and somebody please
correct me if I'm wrong) that Franco's regime did
*not* regard Catalan as a dialect of Spanish (although
their propaganda hinted that it was). In fact, they
*banned* it, which is quite different. It would be
very difficult to ban a dialect of your national
language, much easier to ban another language in use
within your national boundaries.

A more obvious example of this is in fact the split
between Serbian and Croatian, or even I daresay
attempts in Ulster to separate 'Ullans' from 'Scots'.
Ron's point about unity of minority languages is key
here, any such move is doomed to failure. In fact this
debate *does* surround Catalan, but with reference to
its relationship to 'Valencian' rather than Castilian
Spanish.
