Ron,

I dare suggest that the Republic of Ireland is also conspicuous by its
absence.

It seems that it has some difficulty in seeing Irish for what it is, an
endangered language. The Irish State seems concerned that signing the
Charter would somehow be 'accepting' defeat. Yet the term 'lesser-used
language' was coined precisely to avoid using the word 'minority', so
that
there is no reason Irish Gaelic can't be both 'the national language'
and
'a lesser-used language'.

More to the point for lowlanders, it also limits the prospects of Ulster
Scots in Co Donegal in the Irish Republic.
