We have the same word in Eastern Friesland but here the stress is
definitely on the first syllable ['kat,u:l]. Nevertheless You might have
a
different impression because the short ~a~ doesn't weight as much as the
long ~u~ and this might lead to more attention on the second part of the
composition what makes You believe it to be the stressed part.
