  Parents usually have less influence on the
  language of their children who tend to adopt the slang of those they
  feel to belong to. Others,  by exceptions of musical people or linguists
  have finished their lingual developement or opportunities at the age of
17.
Many of the school districts in the US need to reduce spending in
instructional departments.  There is a very strong bias for Spanish and
Asian(Chinese/Hmong/Japanese) languages and against European languages
(German/French/Italian).  Hence, the general language programs are being
eliminated but the 'enrichment programs' for Spanish and Asians are being
continued w/o funding cuts.  My daughter is graduating from the university
this spring with a major in German.  She is having a difficult time finding
any opportunity to use German.  Her friend speaks Spanish/Chinese and
currently has several very lucrative job offers in Chicago.  Accents and
languages are dropped so that the speaker becomes functional in their
environment.  When there is a perceived bias against a language, the speaker
adapts to the situation.
