Don't be so sure. It could be used by a Scot to illustrate precedent (the
legal principle on which English law if not Scottish law is based) if he or
she were attempting to establish a duty to act on behalf of the British
Government in either the High Court or one of the European Courts.

Similarly, the British-Irish Treaty was a part of the Good Friday Agreement
"package" and I believe that has something about safeguarding the rights of
minorities and could to that effect be applied to Scots and Scotland, if
elliptically (and one would need a very skilled advocate to do it).
