 I gladly recommend you
 Van Dale Handwoordenboek Nederlands-Engels en Engels-
Nederlands (twee delen - two volumes)(there is another
pair, more comprehensive and much more expensive, but
this is good enough for most practical purposes and
up-to-date: the higher version is Van Dale Groot
Woordenboek Nederlands-Engels and its counterpart
Groot Woordenboek Engels-Nederlands
As an absolute beginner I found it very useful Ster
Woordenboek N-E, E-N (formerly published by Wolters
and now I believe that also by Van Dale) and, if you
can get a copy, Beeldwoordenboek Nederlands-Engels
based on the well-known Duden Bildwörterbuch includes
a lot of terms you can't find in standard dictionaries
on a great deal of interesting subjects all the way
from daily life to science and technology - with all
the limitations of a dictionary built on illustrations
but, notwithstanding, with all the advantages.
