Hi Criostóir,

things are different in historiy as your questions may suggest.

After WWII at least three million "Wolgadeutsche,Wolhynier, Deutsch-
Ukrainer, Banater Schwaben", descendants an survivors  of deportations
from 1941 were living in the eastern parts of Soviet Union, mostly in
Kazakstan. Negociations of Federal German Government began very early in
the late  50's  to lead some of them back to their roots according to
national attitudes of that time, especially for those, who were forced
by Red Army to return because they were members of the action "Heim ins
Reich" after Hilter- Stalin Agreement in 1939.
The Kohl Administration since 1982 under leading of Undersecretary
Waffenschmidt began encouraged  huge numbers of "Ausreisewilligen" who
immediately received a German passport, despite of knowledge of German
language or dialects. A saying of that time was and still is: Your
grandfather's ownership of a German Shepard is proof enough,  to entitle
you for German Citizenship.
Among these people were some Mennonites too, who preserved their
Lowlands dialect and still do.
None of other "Aussiedlers" ever belonged to LL-language group. They
were almost from South German descent and some of them were very proud
to  keep their "Schwaben or Hessen traditions" during persecution,
deportation and starving with many thousands of victims.
