Not to rant, but if you use Thunderbird, you can specify the
encoding. Just look at the headers of this message, and
you'll notice that the Content-Type header says the encoding
is UTF-8.

Thanks, Henry.  I don't perceive that as ranting.

I wish I could use Thunderbird for this, or at least Outlook.  But lately I
have't succeeded in connecting through these programs.  Something got changed on
the university server.

Perhaps you and I could troubleshoot this off the List.
