If you're talking about pre-gps days and Belgium: Yes, tourists can be
that dumb. Sometimes people use maps with only one name for each city.
Which is definitely a very bad idea if you're leaving Brussels, heading
to Rijsel (Lille in French) for example. In a small but complex country
like Belgium with frantic driving and numerous exits along the motorway,
one can as a matter of fact get lost.
