Make that Almaty.

Apparently there are lots of ethnic "Germans" in and around Astana, the
capital of Kazakhstan, about 6% of the population.

Kyrgyzstan has around 20,000 Germans (including Mennonites), and their
emigration is reported to be the lowest in Central Asia, which is attributed
to Kyrgyzstan being (at least being considered) the most tolerant of all
Central Asian nations. This applies to other ethnic Europeans and to the
Korean and Dungan ("Chinese Muslim") populations as well.

As for making contacts with German-speaking associations, you might want to
write to the German embassies in the relevant countries:

By the way, after all this time they still don't have versions in Kazakh,
Kyrgyz, Tajik and Uzbek up. Outrageous! The same applies to the US and UK
embassies, most of which don't even have Russian versions up while all
German embassies do (which, however, don't have English versions). We've got
a long way to go.
