Ja, dit is vreemd.
Der Buxtehuder Heimatverein moet beter presteren.

Maar misschien werd hond als scheldwoord gebruikt, en
werd dit woord gebruikt voor de daar wonende
Hollanders.

very interesting:

"Nicht viel weniger bekannt ist die Redewendung "Buxtehude, wo die Hunde
mit dem Schwanz bellen". Dafür hat der Buxtehuder Heimatverein folgende
Erklärung: In Buxtehude, einer Stadt mit niederländischen Siedlern,
seien die Glocken schon früh mit einem Seil geschlagen worden - während
sie anderswo noch mit dem Hammer geschlagen wurden. Da Glocke
niederländisch "Hunte" hieß, wurde Buxtehude als Ort bekannt, wo die
Hunte mit dem Schwanz läutet - oder niederländisch "bellt". So entstand
die berühmte Redewendung."
'Hamburger Abendblat' as etymologists ;-)!? I'll have to subscribe for that
newspaper!

There had been a term 'hunde' in Middle-German, meaning 'hier unten' ('down
here'). And it could fit, couldn't it? To strike the bells with a tie
(=tail??) from 'below', 'hunden'...
Perhaps some facts got muddled throughout the time?
