I didn't react earlier, since for "often" I can only confirm that in my
West-Limburgish of Vliermaal we use "*dèk*".
"Vaak" is not part of our vocabulary, not for "often", nor for "tired" ("*
meui*").

As to the reporting of the time, we have:
Het és *pekans* 10 oere: It is almost 10 hrs
Het és *dzjus *10 oere: It is *now* exactly 10 hrs
Het és *krek* 10 oere: It is exactly 10 hrs (*on the 10th ping*)
Het és *kreig *10 oere: It is only just 10 hrs
Het és *zékèr* 10 oere: It certainly is 10 hrs (past)
  "Het és *dik* 10 oere" would also do here, but with "*dik*" and not with "
*dèk*".
  "Het és *dèk* 10* *oere" means "It is often 10 o'clock"
   I would use a "stoottoon" for dik and a short "sleeptoon" for "dèk".
Het és 10 oere* dör*: It is past 10 hrs.

As to timing in general:

doing someting *now, immediately, later* etc..
* optesloag*: now immediately (*dzjus without time indication would be
the immediate
past, cf "zojuist" in Dutch)*
* drèk*: within about 15 minutes
* sèffes*: within about 30-60 minutes
* t'ander oer:* within the second hour from now
* strak*: within about 3-5 hrs

I don't think this is very different from Brabantish.
