She clearly thinks that "Offering an Apology" has some sort of status or
solemnity that "saying sorry" clearly lacks.


Making an apology is never very simple: It's probably better to express your
regret once (and heartfelt) than 200 times in a row.

There's different levels of apologising, just ask the Japanese nation
(especially with regard to China):

Uh, how about “forefathers” or “forebears”?  What about “offspring” (OK,
technically speaking, that only refers to one’s children, not later
generations)?
