I hope I'm not violating procedures here but I think one must read the
following post in order to understand my question:

Paul: are you saying native speakers do not speak their language well? If
you wanted to know how to say something in Turkish, would you not ask a
Turk? I believe what you are getting at here is the difference between
interpersonal language use and presentational language use; the latter is
always explicit, goal-oriented, often spare to the point that listeners must
be very focused, whereas in normal interpersonal conversation, interlocutors
are often engaged in other tasks and not entirely focused on the
conversation. In addition, and perhaps this may enter into your
characterization, most interlocutors share a local, immediate, and intimate
context whereas presentational speech must assume little or no such context
and therefore is much more explicit, making it easier for a foreigner to
follow.

Characterizing interpersonal speech as 'not speaking their own language
well' seems to me highly inaccurate.
