It sounds like the old Romanov house colours that appeared on the Tsarist
era cap cockades worn by the army and in some decorations such as the Order
of St George (http://en.wikipedia.org/wiki/Order_of_St._George). The
colours survived into the Soviet era and beyond.

It’s the St. George ribbon. Its widespread use in Victory Day celebrations
in Russia seems to be a recent development.
