If you could convert the ELAN format to any of the formats supported by
AGTK [1] (e.g. csv, xlabel, timit), then you can use the TableTrans tool
to segment the file.

Paul Frank and Gary Simons used this extensively for their SSILA paper a
couple of years ago.
