I've used software that will do this for an audio recording, but it may also 
work for video recording. The software is "JSpeechRecorder" from the Bavarian 
Archive for Speech Signals, and is free to download from 
http://www.phonetik.uni-muenchen.de/Bas/software/speechrecorder/

It runs using Java, so is platform-independent.  It produces separate files, 
so no need for a time-stamp index.
