Hi Stephen,

For Windows, Premiere would probably be a good option, if you are 
looking for something professional. I have used version CS4 to edit mp4 
and it works well.

The only problem is that the specifications for Premiere CS6, the latest 
version, are hefty 
(https://www.adobe.com/products/premiere/tech-specs.html), so you might 
need to buy a new computer. You also need to run a 64-bit version of 
Windows.

There is a free alternative called Lightworks 
(http://www.lightworksbeta.com/), which has been used for professional 
productions and supports mp4. I've downloaded it, but haven't had the 
time to play around with it yet.
