That would be the Living Archive of Aboriginal Languages available at www.cdu.edu.au/laal<http://www.cdu.edu.au/laal> though it's not an app as such. There is a cut-down version for offline use on mobile devices available for Android and iOS from links at http://www.cdu.edu.au/laal/reader-app/
