[RNLD] Language revival where the language spans multiple Aboriginal nations

Hi everyone
Wondering if anyone has any experiences/can point me to papers or resources relating to language revival where the language spans more than one nation or community? 
A colleague of mine has asked - she has a community who are interested in starting a language revival project, but there are multiple Aboriginal nations who use the language and they do not share a governance body, and have had some differences in the past. This makes it tricky when seeking permissions to use language or undertake language projects.
Has anyone experienced this before, and could offer some advice about how to navigate such an environment?
