Other Conditions:
- The Center for Language and Technology (CLT) is a vibrant, fast-paced
technology environment that supports a wide array of instructional and
research projects. The CLT supports the informed integration of technology
into instruction and research and is home to two national centers: the
Flagship Technology Innovation Center and the National Foreign Language
Resource Center.
Duties and Responsibilities
- Works under the direction of the CLT Director and serves as the lead
IT Specialist in CLT to support the College of Languages, Linguistics &
Literature.
- Consults with the CLT Director and staff in the evaluation of new
technologies for long-range and strategic planning for the college IT needs.
- Conducts needs assessments and creates a comprehensive information
technology plan for the College, including recommendations for support
service strategies for LLL departments and labs.
- Evaluates hardware and software for program administration,
instruction and research.
- Evaluates user needs in light of available technologies to develop
technical requirements for instructional applications.
- Manages the computer replacement program for LLL.
- Reconciles diverse viewpoints and needs of units in the College to
determine policies for maintaining networks, servers, user labs, and
technologies.
- Participates in the conceptualization of technology projects in
requests for sponsored funding and in the support of sponsored projects.
- Recommends, develops and maintains custom applications in support of
language learning, teaching, and research, including Web-based applications
with database driven dynamic content.
- Integrates research-based instructional technology in the development
of such applications and in recommendations for new development.
- Provides expert consultation on technical aspects of technology-based
language learning, teaching & research, and on computer hardware and
software for language research.
- Oversees projects to develop specialized software or multimedia
products.
- Develops and maintains College-wide database systems, including CLT
lab scheduling and courseware databases.
- Oversees the timely database and server backup and establishes restore
procedures.
- Provides training and technical support for LLL faculty and staff in
Web and multimedia related technologies.
- Designs and develops technical documentation and training programs for
non-technical administrators, faculty, and staff in the College of LLL in
software and hardware use.
- Assists in the maintenance of hardware and software for the College of
LLL.
- Revises applications or procedures to accommodate contemporary agendas
in computer-supported language learning.
- Develops training programs on applications used for research or
instruction.
- Advises faculty and staff committees on IT-intensive hires, technical
specs for research labs and online research and development projects.
- In collaboration with a peer IT Specialist, oversees and manages the
multiple network and server systems supported by the College, CLT, NFLRC,
and the Flagship Technology Innovation Center.
- Adapts and applies evolving networking, hardware, and software
technologies to the CLT and College of LLL.
- Assists in the monitoring of network performance with appropriate
hardware and software tools and diagnoses and resolves network problems as
necessary.
- Customizes CLT networks, servers, and systems to meet the needs of LLL
users for language learning, teaching and research.
- Supervises a team of graduate students responsible for supporting the
IT initiatives of the College of LLL.

Minimum Qualifications
- Possession of a pertinent baccalaureate educational degree in
Management Information Systems, Computer Science, or equivalent and 5 years
of progressively responsible professional information technology experience
with responsibilities for Application Development, of which 2 years of the
experience must have been comparable in scope and complexity to the next
lower payband in the University of Hawai'i broadband system; or equivalent
education/training or experience.
- Considerable working knowledge of application development as
demonstrated by the broad knowledge and understanding of the full range of
pertinent standard and evolving information technology concepts, principles
and methodology.
- Working knowledge of a programming language, such as PHP and/or Python.
- Working knowledge of JavaScript, HTML, and Structured Query Language
(SQL).
- Considerable working knowledge and understanding of the broad
technology, systems, hardware and software associated with multi user
databases.
- Demonstrated ability to recognize a wide range of intricate problems,
use reasoning and logic to determine accurate causes, and apply principles
and practices to determine, evaluation, integrate, and implement practical
and thorough solutions in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas
clearly and accurately in writing, verbally and by preparation of reports
and other materials.
- Demonstrated ability to establish and maintain effective working
relationships with internal and external organizations, groups, team
leaders and members, and individuals.
- For supervisory work, demonstrated ability to lead subordinates,
manage work priorities and projects, and manage employee relations.
- Any equivalent combination of education and/or professional work
experience which provides the required education, knowledge, skills and
abilities as indicated.
- Knowledge of the operating system of Windows Servers and PCs and Mac
OSX.
- Familiarity with database driven dynamic web programming using server
side code.
- Working knowledge of database design and maintenance.
- Ability to develop and articulate information technology plans for
institutional units comprising diverse constituencies.
- Ability to work a variable work schedule; and work outside normally
scheduled work hours, including day, night, weekend and/or holiday hours as
needed.
- Strong interpersonal and communication skills.
- Ability to work with a diverse team of faculty, students, and staff.
Desirable Qualifications
- Considerable working knowledge and understanding of the broad
technology, systems, hardware and software associated with the development
of instructional resources in second and foreign languages.
- Ability to define efficient retrieval programs for customized reports
and ad hoc queries.
- Experience in development and delivery of teacher training, especially
in the field of Web-based second or foreign language instruction.
- Ability to learn and apply new technology and programming languages
independently and in a timely manner using manuals and other resources.
- Knowledge of issues, principles, and problems in the field of
technology-based second and foreign language instruction, learning and
research.
- Master's degree in educational technology, Information and Computer
Science, or related field and other coursework in fields related to
academic information technology programs or systems as an object of
analysis.
