I'm not sure I can identify the source from your paraphrase, but you
might try exploring a little book called "Russkie o russkikh," edited by
K. Skal'kovskii, published by PETRO-RIF in St. Petersburg in 1992. It
contains around a hundred memorable items of Russian self-laceration.
