Not so.  "Pastyr'" is perfectly good Church Slavonic, and is indeed
used (admittedly not often) for an effect of solemnity in regard of
the Orthodox clergy, as indeed is "arkhipastyr'" referring to an
Orthodox bishop.
A Protestant clergyman is "pastor".
