rascenka tovarov ili norma oplaty chego-nibud'", for example, "oplata po
takse".  Then standard derivational opreation of forming a compond noun
applies: "taks-" plus linking vowel "-o-" plus "-fon" resulting in
"taksofon".  This is just a guess, though.
