I must remember, but I don't. Will try to brush up my Tjutchev.
Anyway, this climatological metaphor of politics is much more old than
1850th even.
Cf. Derzhavin's Ode on the Alexander's intronation ("Utix rev Norda
sipovatyj" etc.) and Nekrasov's "O pogode".

I'll send you my comments on Tjutchev soon too.
