Russian VISA

Dear SEELANGERS,

     I have a student who would like to go to St. Petersburg for a
month this summer to study on his own and get a feel for the culture.
But, and here's the BUT, he needs a visa or an invitation to get a
visa. Can anyone tell me if there are VISA services, can one "buy" a
visa to go to Russia?
