transliteration in ASCII

Transliteration from Russian Cyrillic is relatively easy (the
problem is limited to the case where one uses the LC transliteration
without the proper diacritical marks), but I wonder if someone
is kind enough to enlighten me about how linguists of Roman-Catholic
East European languages write in ASCII.
   1. in ISO-8859-?
   2. in Microsoft encoding and fonts?
   3. ignore haceks and dots above letters?

Please respond to me off-list as I am sure  my query is
simply a noise to experts.
