Not necessarily. Traditionally in Europe it was the sign of maidenhood! A
married woman would immediately cover/put up her hair. If the woman was past
(presumed) maidenhood., though, what you said applied.

Interestingly, there still is a  "long hair taboo" in much of the US for
women who are past their teens.  Check out pictures of working women (except
sex workers, exotic dancers, etc.)
