I'm not sure there's really a consensus on any of these issues (there
may be an official one sent down from some language institute, but
that doesn't necessarily make it canonical).

As for my own experience, it's generally declinable.  "Nash magazin na
Internete," for instance.

As for stress, my experience is that the nominative form is
IN-tyer-net and the declined form has a stress shift to in-tyer-NET-u,
in-tyer-NET-ye, etc.
