ACTR Post-Secondary Russian Essay Contest

I have not noticed any category available for students who have never been
in Russia (or the former Soviet Union) but who have spoken at least some
Russian with their family members or relatives; neither I have found any
category for students who could've been born in Russia (or the former
Soviet Union) but left it of a preschool age and who might have spoken at
least some Russian with their family members or relatives.
